Print Screen Key (PrtSc) Cannot Be Assigned To Other Program Or Function In Windows 10 - What To Do?

For some programs or tools it could be nice to assign the Windows Print Key (PrtSc) to this function e.g. to create and share nice screenshots, but sometimes it's not working because it's assigned to the Windows function and won't move. Usually it should be automatically removed from other programs, if you assign this key to a specific program or function, but sometimes it doesn't work - so can can you remove it manually from the default windows function?
