WHY I AM VOTING YES.
I take issue with one person being able to declare a state of emergency perpetually. While 21 days is a short period during an emergency, I feel it is sufficient to allow the governor to make a quick initial decision to declare an emergency while allowing the general assembly time to determine and plan out its potential duration.
