The 23 FPS on 1600x900 MEDIUM settings is most likely an anomaly (due to connecting to a server with other players?). If we ignore this, then most likely the lowest FPS should be around 40-50.

Bear in mind that recording the gameplay and possibly other programs on the computer (e.g. antivirus) may reduce the FPS, therefore in reality, the FPS may be higher than shown.
