Canadian expat kept from visiting sick mother because of COVID jail rules

Esther Venketeswaran has been working in the U.S. since 2011, and the last time she was on Canadian soil was November 2019. Esther's only living parent, her mother, has dementia and Esther has been unable to come see her because she cannot afford the fee for a COVID hotel or a hefty fine.
