Shame on Chico City Council and Chief of Police Steve Madden

On Tuesday, April 20, 2021, a peaceful group of people entered a public city council meeting after signing speaker cards, to exercise their lawful, civic duty of participatory governance with elected council members, only to be threatened and barked at by a rabid and constitutionally illiterate chief of police.
