Almost T-boned a car at a 4 way stop

This is a 4 way stop sign intersection.

Dashcam approaches at almost the same time as the car on left.

Does the other car appear to roll through?

Isn't that car supposed to yield to the driver on the right?

The car also comes to a compete stop in the intersection almost as if wanting to be hit.

Perhaps this would have been a 50-50 fault if there was an impact

What about this situation? Who has the right of way?

This is definitely a learning experience for both drivers.
