The Biosecurity Act 2015 s 60 states that a Human Biosecurity Control Order must be issued to a specific individual, and only under the conditions that the individual displays symptoms, or has been in contact with another who displays symptoms.

The Biosecurity Act 2015 s 87, only a person named in a Human Biosecurity Control Order can be restricted to their place of residence.
The Biosecurity Act 2015 s 88, only a person named in a Human Biosecurity Control Order can be forced to wear medical clothing or equipment (mask).
