Because Adam Toledo was shot and killed as he ditched a gun and turned quickly, mayor Lori Lightfoot is now wanting to enact making Chicago cops get permission before chasing a suspect on foot even if they witnessed them perpetrate a crime. This change in policy if enacted will be exploited by the criminals knowing full well the odds will be in their favor on not getting chased.
