Can Non-Certified NRA Instructors Provide Marksmanship Advice?

Recently, SDI popped the question on an assignment. Using my research from the March 1968 Issue of the American Rifleman, the NRA once again enters my field of view and I address whether a gunsmith can ethically provide marksmanship advice if the NRA didn't certify them to.
