N&W 611 returning to Strasburg Railroad

Norfolk and Western #611 is officially returning to Strasburg Rail Road. When? No one knows quite yet but the Virginia Transportation Museum released a statement that #611 is moving out of North Carolina and back up north. How do we know it's coming back to Strasburg Rail Road?
