When did the electorate (and the population at large) become confused into thinking the U.S. Federal government was some sort of ultimate authority?

Based on the founders (and the perception of at least Alexis De Tocqueville), the government of the "American experiment" was gifted to the PEOPLE, not ANY level of government.

Further, even the parts of governance that were to be managed by elected officials and bureaucrats, was to be the MINIMUM POSSIBLE.

Add to that, the idea that the LOWEST LEVELS of government, were to have the greatest authority after the people at large. That means the federal government was to be the level with the LEAST amount of authority, not the GREATEST.
