In psalms 119 the word "testimonies" apears 23 times, and the two pillars in the temple which we know to be the two witnesses measure 18 cubits high and the capiters are 5 cubits, obviously 18 plus 5 is 23 but what i found interesting is that the ninth month on the enoch calender starts on november 12, which means that their are 18 days until november ends and 5 days into november the two witnesses start their testimony on december 5th, also the last verse of haggai chapter 2 is verse 23
