Why are State Actors responsible to uphold our shared civil right to vote for the President and VP?

Private entities don't owe the people civil rights, such as the right to vote. However, when a private entity becomes a state actor through the funding (zuck) and operation (dominion) of a government functions, such as the elections, then they do owe each of us registered voters equal protections and due process.
