Why Can't I Pick Up A Phone Call On My Bluetooth Smart Watch With Speaker and Microphone?

There is some kind of new type of smart watches - it's not an Apple watch and also not an Android Wear 2.0 watch, but it still has speaker and microphone and it's supposed to be able to make phone calls, but sometimes it's just not working even though the app says that the watch is connected.
