It's technically true that the person at the top of any given organization is responsible for what happens within it.

That said though, all you military or former military folks out there, will be familiar with the concept of "chain of command."

Leaders at higher levels often set up folks to be responsible to manage things at lower levels.

This means, it's usually silly to "blame" people like the U.S. president, for many things that happen "on his or her watch."

That said, if the person in charge "takes the reins" at a given level (like what's happened on the U.S. southern border), it CAN BE reasonable to blame him or her for the results.

Keep in mind too, MESSAGING MATTERS (like telling folks "no deportations in the first hundred days of my administration").
