UN document telling nations the 5 phases of lock down

Did you know that the United Nations put out a document detailing for the world the five phases of lockdown. They gave it to countries and told them to make it more palatable for their populations. So in places like Canada they had a color phase in places like Ireland they went 5 to 1 and another countries they went 1 to 5. But the UN gave everyone the same five phases and the entire world capitulated
