The Federal Government Cannot Solely Alter The Constitution-Federalist no. 53

In this paper, Madison objects to annual elections being that they do not allow representatives to acquire the imperative skills for representatives to carry through their responsibilities. Additionally, Madison adds that the constitution is paramount to the government and can only be altered by the people themselves not the federal government.
