For the teddy bear to stay big all you need to do is carry him off the bus , when outside you can add the big Teddy bear to your inventory ((he will now remain Big )),
There is no need to carry the item back to a settlement
you can find the big Teddy bear sat on the bus ,on the bridge next to Egret Tours Marina
