Seventeen women, considered part of the “fallen” class, fell victim to a social outcast. A man who viewed them as a usable commodity to be discarded when he finished with their use. In the early 1990s, Joel Rifkin wreaked havoc upon the New York City area with his nighttime jaunts in search of victims, causing the demise of those just seeking to make a living the best way they knew how.
