The social security number was used for tax and retirement purposes for those public servants within the federal sphere who receive compensation for services as a public servant.

The social security number was used also for their dependents so they may claim them on their taxes.

The north certificate was issued to the dependents of military members to show they were under at least, partial jurisdiction, of the United States.

For example, when a child is born overseas to a national of another country and a member of the United States military, that baby receives a certificate in order that he may receive benefits due him and/or his parent may claim him on his taxes.

These numbers and certificates were not intended to be used by private citizens of America.
