I think that I have found Zuckerberg's Achilles heel where section 230 comes into play! Section 230 is not above the US Constitution and any law that is supportive of, or upholding the Constitution, is higher in status than any law that is not. The supremacy clause of the Constitution guarantees that the Constitution of the US is the supreme law of the land, and any law that directly supports the US Constitution, enjoys that same supremacy.
