Elaine Arbeau, a 67 year old cancer survivor was banned from playing bingo at an establishment due to her refusal to not cover the breathing hole in her neck.. Elaine explained that covering the breathing hole would make her unable to breathe however her removal was upheld.

In the following weeks, Elaine checked her local ordinances on masks, confirming one is not required if it "inhibits a person's ability to breath in any way." Emboldened by this knowledge, Elaine tried to go back to Delta Bingo on August 28, where she was summarily denied entry. This time, Elaine recorded the interaction with the employee who denied her entry.

Her son wrote on Facebook: "My mother Elaine Arbeau now has her Facebook up and going. I finally got her up and going so if you would like to reach out to her and share how you feel, your more then welcomed. Also for all of you who already have, please remember to send your views to Doug Ford, John Tory, your media platforms and most importantly The CEO of the Delta Bingo's. We are looking for a quick resolve and a suitable change for all those in my mothers position. Please keep expressing to us and ofhers. If we haven't replied to you yet just know your voice was heard. We've been reading every comment. Thank you so much. Keep the conversation going. We're giving the CEO until this Friday to let the public know what he plans to do. Its then we'll decide what steps to take from that point. Much love to each and everyone one of you. All your voices are so needed for people like my mom. Don't ever give up for what you believe in and continue standing up for those who can't themselves. Much love."
