Our Founders' had full authority to do whatever it took to save the Union with a brand new and better government.

Everyone at the 1787 Philadelphia Convention knew that the Articles of Confederation just didn't work... And there was nothing in the Articles that allowed it to save it... It had to be replaced, which 10 of the 12 State Legislatures authorized in full.!!

And Article V was the necessary power that the States could use to keep the Union of our States strong within the confines of the whole Constitution.
