Car dealer parking lot has a smoldering electrical box

While in Colorado Springs for a pre-purchase used car checkout inspection I was surprised to find this e-box (for the lamp posts) making a weird noise. The street lights were all working, but the two nearest the box were not lit. CALL AN ELECTRICIAN!
