Why does it seem like governments are absolutely unwilling to try freedom until they hit absolute rock bottom? Cuba recently started opening up its economy to allow more entrepreneurship, and Greece had to struggle for years before they tried freedom.

The Republic of Georgia might be the best example of a country overcoming absolute Soviet rock-bottom, to rise as one of the most promising countries today, in terms of freedom and opportunity.
