Bill Gates Reduce Population Growth with good vaccines, reproduction control

Bill Gates is crazy, from this Ted Talk around the 2:30 time you'll see he has equation for CO2 emission with the first variable P being people , to reduce carbon emission P needs to be reduced. His solution "great job with new vaccines, healthcare and reproductive services" in order to lower the population growth by perhaps 10 or 15% !

What is wrong here?

FIRST: He considers human life as just a variable in a CO2 equation, see 1:52, CO2 = P x S x E x C , he clearly lists P (people as first) because the remaining variables are a direct result of P thus P is the primary factor that needs reduction

SECOND: What is the goal of vaccines in reducing the population as he states? Does it sterilize or kill the person ? His new vaccine is certainly being successful in killing a lot of people or causing perm. long-term disabilities which I'm sure he will find a way to clean up
