Great Shepard's Pie Recipe

If you have never had Shepard's Pie you are missing out. First off, its not pie. There is no crust. What you do have is layers of yummy comfort food that cooks up quick and easy and can feed a whole family for cheap. There are a million versions of this meal and this one is one of mine. I have other versions of this as well and I'll bring them to you soon. For now please enjoy this one and feel free to experiment and make it your own.
