What the Heck Is This Flag???

I just have no idea what the flag is. This flag is a mystery to me. I saw it as I was riding in my friend’s car down the road and I just wonder what it is. I’m literally posting this video hoping that someone will see it who has the answer and will comment below. Please comment below and tell me what the heck is this flag! I’ll give a shout-out to whomever can give me the answer that I can verify it is correct. Then I’ll make a new video giving you a shout-out.
