Potential Jackson housing ordinance offers to give those who served time a fair chance

Jackson Mayor Derek Dobies introduced the 'Fair Chance Housing Ordinance' which, if passed by city council, would seek to not only reduce discrimination against those who have served time behind bars but to lower recitivism.
