This is what was called the "Impossible Railroad" built in 1915 between San Diego and El Centro, CA. The mountains east of San Diego are not well suited for a railroad and at one point the tracks dip down south into Mexico and through Tecate (of Tecate beer fame, where it is still brewed) and back north into the United States south of San Diego. There are plans by the Mexican Government to rent these tracks and run freight trains from Tecate to Plaster City, CA where Union Pacific trains still run and could pick up the freight to take East. If these tracks are repaired, maybe there could be excursion trains running down through Carrizo Gorge and the Goat Canyon trestle, the largest curved wooden trestle in the world.
