Avondale senior-living landlord blocks entry to agencies distributing COVID vaccine

Some residents of two low-income, senior living apartment buildings in Avondale are ready, willing and recently eligible to receive the coronavirus vaccine. But an unexpected obstacle stands in their way, and it's not a lack of available doses.
