As far as I can tell there was 2 factors for this really bad landing. First the weather, and second the lack of proficiency when it comes follow IFR procedures. I managed to capture the ILS signal from the Airport and that got me aligned with the runway but I had trouble understanding where I was and I what altitude I supposed to be. Also I fail to note the airport altitude and that prevented me from keep my descend. I don't blame the weather because as a pilot in command I should have known better!!!
