Body Cam: Fatal Shooting - Man Charged at Officer with 2 Japanese Sai -Sheboygan PD - July 02-2020

The Wisconsin Department of Justice released body cam footage, surveillance footage audio files and photos of an officer involved in the fatal shooting of Kevan O. Ruffin Jr., 32 years old by Sheboygan police officer Bryan Pray after on July 02-2020 around 5:50 am, near 15th Street and Illinois Avenue.

Officer Bryan Pray with the Sheboygan Police Department made contact with Ruffin who had two Japanese Sai one in each hands and without saying a word charged at the officer who backed up and start running away in a circle and this is when the officer involved shooting occurred. Officer Pray deployed his taser first but was not effective than he fired 6 shots at Ruffin hitting him 4 times to the torso according to the autopsy report.

Life-saving measures were performed, but Ruffin died at the scene.
Family members said had mental health issues and was known by the police.

Officer Bryan Pray has 2½ years of service with the Sheboygan police department.

The Sheboygan County district attorney has determined that the use of deadly force was reasonable and no charges will be filed.
