Fourth Circuit United States Court of Appeals affirmed the decision of the Federal District Court blocking the State of Maryland from regulating political speech. A significant First Amendment victory for newspapers in Maryland in action represented by Seth Berlin of Ballard Spahr. Chief Judge J. Harvie Wilkinson said the legislation passed by Maryland 'stands the First Amendment on its head'.
