35K+ DC Troops & The Invisible Enemy

I think the troops are there for more than just 'security' during the January 20th inauguration day - this day could be announced to be postponed, or the military may have other issues at hand.

I see these troops in DC and I think of what the media would call this if it were a trump event with 35K+ people - "a super spreader event" no doubt.
But as COVID-19 is as serious as the media wants you to think it is today, why are these troops unaffected? Chicago reopening? NYC reopening?

The troops are there in a MASSIVE force. Why?
They look like they're staging a war against an invisible enemy. Read into that what you will. The POTUS has said it all year long.
