The Story of the Fidgety Phillip from the picture book Der Struwwelpeter by Dr. Heinrich Hoffmann, published in 1845 and intended for children aged 3 to 6.
Dr. Hoffmann was a psychiatrist and may have seen difficult children in his carreer. Today's child psychiatrists would attribute Philipp's behavior to ADHD, so this may be one of the first descriptions of this disorder, dramatized to appeal to the public.
Dr. Hoffmann wrote a series of stories as a christmas present to his son in 1844. Friends were so impressed wirt the stories that they persuaded him to publish them in a book. Hoffmann himself made the illustrations, and the stories were published as the book Der Struwwelpeter
