WTF is this on 7.200? 12/13/20 00:44 EST

Running from about 7.2 to 7.225. Audio is freaky.
Been going on got about 10 minutes so far.
Had to record a snip.
The signal lasted about 25 minutes and stopped about 1:00am.
The signal occupied about 25 KHz of bandwidth for about 25 minutes.

This was a broadcast from Radio Romania International on 7.220
