Boater that does not know what a dive flag means

While scuba diving in Lake Huron, a jet boat operated by a young guy circled my dive float a few times, before pulling up to it, and a passenger in the boat grabbed it, yanking me.......
Page 48 in the boaters safety manual reads: boaters must stay 200 feet away from the flag unless part of the dive operation
