The old expression exists for good cause, "It's hard to find good help."

It may seem like it should be a simple thing to do, but finding the "one for the job" is not as easy as it might seem.

There are a good many factors involved.

This is definitely true, for politicians. Replacing the person you have in a given office on a national level, when very few out there are as good a fit as are they, is only prudent if you can find someone better to replace them with.
