Wile I rode bike, 2 dogs attacked and bite me in my foot

This is very common to happen in Thailand where there is no laws. Dogs owners in other civilized countries are responsible for dogs an in the event of such an attack the owners are to pay big compensations plus pay all related expenses to medical and civil. I spoke with two ladies and the one from the front shop said she saw nothing and the owners are away for a month or so regarding #covidhoax scare. The dogs did come after me from this shop. Apparently the shop are looking after the dogs wile the owners are away. This afternoon I will go there and check if this is true. If I see people in the house, I have been lied too. So bad! The other lady told me when I go out i must be very careful. That saying sounds like I am in fault for the dogs to bite me. They have such a weak bad mentality in Thailand.
