Ontario's Old Normal: Hallway Healthcare

According to the FAO, Ontario's hospitals ran at an average of 96.2% of capacity for the ENTIRE year of 2018-19. This includes 28 hospitals that ran at an average HIGHER THAN CAPACITY for the ENTIRE year. This is not a new problem caused by COVID. Shall we close society every winter to protect the hospitals now?
