Local Tokyo Train Coming in Fast on Rainy Day at Tokiwadai Station on the Tobu Line in Itabashi

The trains in Tokyo sometimes move quite fast, depending on their schedules, and I mistook this local train for an express because it looked to be approaching a bit "hot and heavy." However, it was the one I was waiting for and it began to break hard to stop for passengers. It was also a rainy, chilly day. There is also a crossing nearby.
