Ruby, Processing Absentee Ballots By Herself - No Witness?

This to me does not seem like proper procedure to process voter ballots. There should be witnesses/watchers during all processing of votes.

Whether this was intentional of just incompetence, you can decide.

UPDATE: The woman who brought the suitcases of ballots (https://rumble.com/vblcp1-video-evidence-of-voter-fraud.html) is the daughter of Ruby who was counting absentee ballots without witnesses! ↓
