Mary Fanning broke the story on Hammer and Scorecard being used supposedly in 2016 but then it was not dialed up strong enough.

Here Lt Gen Mcinerny describes the raid on the CIA facility in Germany where Scorecard and Hammer server replicas were installed to run the 2020 election: somehow they did not dare to or could not use the US servers of this system.
