Biden on Rejoining the WHO - China Must Play by the Rules | What Leverage Do We Have to Make Them?
Joe Biden mentioned that his intent is to rejoin the WHO on day one should he be declared the ultimate winner of the presidential election 2020 and become the 46th President of the United States. My question is, "why did the United States leave the World Health Organization in the first place?"
Why is Joe Biden so anxious to rejoin the World Health Organization?

Joe Biden mentioned that his intent is to rejoin the WHO on day one should he be declared the ultimate winner of the presidential election 2020 and become the 46th President of the United States. My question is, "why did the United States leave the World Health Organization in the first place?".
I was under the impression that Trump didn't want to fund an organization that he felt wasn't open, honest, and cooperative as well as China's influence on the organization.
Was that an incorrect conclusion?
In normal business negotiations, the threat of not doing business with another person or entity is a real source of power. Does it make sense to give that up? If we rejoined the World Health Organization immediately without demanding certain concessions, what leverage do we have at that point?
Joe Biden, in his own words, said that, "...it's about making sure that China understands that they have to play by the rules...".
With the United States supplying 14% of the financing at or around 400 million dollars, doesn't the loss of that give us a little bit of leverage in gaining compliance?
When Bonny Glaser (an "expert" with the Center for Strategic & International Studies) asked Dr, Jeremy Youde (Dean of the College of Liberal Arts at the University of Minnesota Duluth) about China's influence in the WHO, he talked about the "responsibility" China had gained in the organization. Where I come from "responsibility" means the ability to respond. That requires both power and influence. Apparently, that influence was equal to or greater than the influence wielded but President Trump.
What's your take on the whole situation?
Should the United States immediately rejoin the World Health organization if Joe Biden become the 46th President of the United States? Or, should we utilize our presence, contributions, and pocket book as leverage to ensure those changes take place?
He said, "...it needs reform, I acknowledge...".
If that's his true "judgement" why would he want to rejoin on day one without leveraging our position to make at least some of those reforms happen before rejoining?
