After the Bay of Pigs, JFK initiated the creation of three National Security Memos, 55, 56 & 57.  The culmination of which was intended to gut the CIA, removing their ability to carry on clandestine operations.  However, he was assassinated and any President after was either bought and paid or terrified to take on the Agency. President Trump has invoked this order in honor of President Kennedy.
