Poll Worker Filling Out Ballots

Seems like he's filling out ballots and stamping them approved, but it doesn't appear the girl sitting with him is reading anything off, even though she flips the papers over. Why re-write ballots anyway? Who is monitoring what he writes on the "new" ballot?
