What operation really began on 11.3?

Many of us (myself included) thought 11.3 was going to be mass arrests for the Hunter Laptop materials. I saw a post by @JuliansRum that led me down another path. Now I think 11.3 was the beginning of the largest sting operation in US history and I think they caught them all.
