Info from Licensor: "This was one of 2020, midwest 'Derechos' (straight-line wind event) that hit Iowa and Nebraska, filmed near Lincoln, NE. There were teenagers playing in it just a couple of minutes before this was filmed, but luckily nobody was in or was hurt by this."
