Nevada could become the first state to put voters' rights into its constitution. Question four would guarantee equal access to voting without discrimination, intimidation, or coercion. Supporters say while the U.S. Constitution bans voting discrimination it does not explicitly state that all citizens have a right to vote. The constitution leaves specific voting procedures up to states.
